This service is famous for blocking tens of millions of ip addresses for Russian Internet users, but this blocking can be easily bypassed using a VPN, so it is essentially a useless service that for the taxpayers money prevents them from using the Internet, for this it was ridiculed and made this maskot-RKN Chan
